Their design comes from the books of Gor, these books have a lot of ancient history in them, this whip from Gor seems to be a replica of the ancient Roman slave whip. The Roman slave whips were designed specifically to punish but not injure. A few other companies sell Gorean whips but they seldom fit the description given in the books.
